The elementary and the secondary education structures in Palestine are managed by the Ministry of Education (www.moe.gov.ps). It is public-education oriented with few private schools in each city. There is a “standard” comprehensive exam at the end of the 12 th grade which is called “tawjeehe”. Secondary education has two tracks; science and arts. Business administration is will be part of the curriculum pretty soon. Recently, one of the private schools has joined the International Baccalaureate (IB) program. The Ministry of Education has done a good job of upgrading elementary and secondary school curriculums and infra-structure. Table 4 shows that the number of new public schools has increased by over 45% over the period 94-04. Different donor countries have been contributing for this upgrading process in addition to providing most schools with computers.
